The reconfiguration of the global order exerts a significant impact on the security, stability, and political and economic realities of smaller states. Although smaller countries like the Republic of North Macedonia (RNM) lack the power to directly influence global processes and often face geopolitical realities, a window of opportunity remains for the state to take an active role in ensuring and defending national security and prosperity. The ability to discern core global trends is of critical importance for RNM in order to remain aligned with global developments in a way that safeguards its national security. The Macedonian academic community and political leadership should be aware that the current historical moment, marked by the vanishing of the so-called “unipolar moment” and the emergence of a “multipolar world” characterized by a new balance of power, constitutes an exceptional political and security challenge for all. RNM is not an exemption. Like other countries of Southeast Europe and the “Western Balkans”, RNM, as a deeply divided society, is struggling to navigate the complex terrain among preserving its multiethnic and multiconfessional cultural identity, ensuring interethnic and interreligious tolerance as an alternative to the “national security” concept, encouraging economic development as a “common ground” in fragmented society and adapting to global political and normative frameworks. This context demands an in-depth understanding of the fundamental dynamics of unipolarity, the underlying causes of the waning of the established unipolar order in international relations, and a clear grasp of the principles upon which the emerging global power equilibrium is being constructed.

ALTERNATIVE SANCTIONS AND TREATMENT PROGRAMS: MEDICAL-LEGAL ASPECTS

Modern criminal justice systems are increasingly moving away from an exclusive reliance on imprisonment and are introducing various forms of alternative sanctions that combine the preventive and rehabilitative functions of punishment. Within this context, treatment programs play a particularly significant role as part of such alternative sanctions. These programs represent specific measures aimed at offenders for whom dependency, psychosocial disorders, or a risk of reoffending—particularly violent behavior—has been identified. Instead of imposing imprisonment, the court may order an alternative sanction that requires mandatory participation in medical treatment or a social rehabilitation program, which is then carried out in the community under the supervision of a specialized service, most often the probation service. This model, however, raises certain medico-legal dilemmas. Through an analysis of domestic legislation and relevant comparative practices, applying content analysis and a legalistic methodological approach, with comparative and teleological interpretation, this paper aims to examine the complex medico-legal aspects, ethical implications, and practical challenges arising from mandatory medical treatment within the framework of alternative criminal sanctions in North Macedonia, with particular focus on suspended sentences with probation supervision and measures imposed in cases of domestic violence. The research is limited to a normative analysis of domestic and international legal provisions and the concept of consent, with a brief overview of practical effects related to the implementation of these treatment measures.

This paper examines the evolution of project management across the four industrial revolutions, highlighting how technological, economic, and organizational transformations shaped the development of key methodologies, tools, and managerial paradigms. Despite the extensive body of literature on individual project management methodologies, there remains a lack of an integrated historical analysis that systematically links the evolution of project management to the industrial revolutions. Through an in-depth review of academic literature, the study demonstrates that each industrial era generated distinct conditions that required new forms of planning, coordination, and control. The First Industrial Revolution introduced basic engineering practices and early coordination mechanisms; the Second institutionalized scientific management, process standardization, and modern organizational structures; the Third, defined by digitalization, brought CPM, PERT, software-supported planning, and formal risk management. In the Fourth Industrial Revolution (Industry 4.0), project management shifts toward adaptive, iterative, and data-driven approaches, characterized by agile, DevOps, and hybrid methods. The transition from predictive to adaptive models is shown to be a direct response to increasing environmental uncertainty, technological complexity, and accelerated innovation cycles. Contemporary standards such as PMBOK 7 reflect this paradigm shift by moving away from process-oriented frameworks toward principle-based, context-driven, and value-focused approaches. The study concludes that the future of project management will be shaped by digital technologies, big data analytics, and artificial intelligence, positioning the project manager as a strategist, analyst, and facilitator of organizational innovation.

THE SATISFACTION OF PATIENTS WITH THE ETHICAL BEHAVIOR OF MEDICAL STAFF IN THE CLINICAL HOSPITAL OF TETOVO

Considering the research and paperwork we have conducted in the past, particularly on the topic of ethics and medical staff behavior, which we will also cite in this paper, we decided to implement a study to collect data more closely. This will help us understand the situation of healthcare units, healthcare services, and the ethical behavior of medical staff serving our society. Through this research, we also aim to assess how informed patients are about their rights, the competent authorities, and their satisfaction with the ethical behavior of medical professionals towards them. In this paper, we present data collected from 195 surveyed citizens of North Macedonia related to issues such as ethics in the healthcare system in North Macedonia, the ethics of medical staff in the departments of gynecology, surgery, and internal medicine, knowledge of patients’ rights, healthcare authorities, complaints, sanctions, and how the situation can be improved in the future. Additionally, in the discussion section of the paper, we will cite and discuss issues related to the ethics and communication between doctors and nurses and their patients worldwide. Thus, the primary objective of this paper is to illustrate to readers how patients perceive the issue of medical staff ethics, with a particular focus on the ethics of medical staff at the Clinical Hospital of Tetovo, North Macedonia. We will explore their experiences with healthcare services at CHT, their knowledge of their rights, and the communication between medical staff and patients. Through the data collected from the questionnaire, the level of knowledge, information, satisfaction, and reactions of patients utilizing healthcare services at the Clinical Hospital of Tetovo will be evaluated. Additionally, it aims to provide a clear picture of the further research needed to identify the main factors influencing the current situation at CHT.
